Good afternoon, No, the support ("rack") for the bike is not included. If the bike doesn´t have it, you have to buy it. This saddle bag has 3 straps with zippers inside. The bag can be attached to the right and left of the luggage rack´s side supports and again at the top to prevent it from sliding around in the luggage compartment.

Good evening, The capacity is 2x15L. Bags are attached with velcro.

The bag does not have hooks to fix it to the luggage rack, but is supported like those for horses. The capacity is 30 liters total. It is a basic product. I use them for purely city use without overloading the weight and they work well. If your use is more towards cycling tourism, I recommend another more specialized model.
