Can I use the common clincher tire with an inner tube?

Hello. Yes, of course. This is Clincher-Version (not UST = Tubeless Ready) of the Rim, so you can you use with the "standard" Tyre and Inner Tube. Best regards Pavel

Is this compatible with a 2011 Mavic Ksyrium Elite 20H rear wheel?

Hello. If your rim from 2011 have the same 20Holes, it´s possible, but you must to use shorter spokes (for 1.5 mm for every side). The newer rim is higher, so should be a problem with right tightening of the old spokes. By Mavic (we are a couple of years Mavic Tech Center) is very recomended to use brand new spokes (ALL!) when you service the wheel after 6 years and more. Best regards Pavel

Does the kit include spokes or just the rim?

Just the rim. However you can reuse your old spokes, I always do.
