Yes, the seatpost and nut are completely made of carbon (except the screws of course).

What is the suggested torque for this part? 400m or 350mm?

The torque for the seat rails is 12 Newton-Metres and printed on the rear of the seat post. Clamping the post into the seat tube depends on your frame/collar. I have this in a Ritchey Outback which recommends a max torque of 6nm. As for "400m or 350mm" are you meaning the length of the seat post? This is 350mm.
