Both tires have the same diameter (650 mm or 27 inches), but the difference lies in the width and the letter "C" which indicates that they are specific for road bikes. In general, it is possible to replace a 650x20 tire with a 650x23 in a road bike. However, you need to make sure there is enough room in the frame and fork for the wider tire.
