The item sold included both parts: Adjustable part plus the stem. vertical more horizontal? Thank you

The lower part is fixed to the frame and the upper part that attaches to the handlebar can be adjusted to any inclination from horizontal to vertical. I use it vertically to give maximum height to the handlebars.
